Project Management is the systematic application of skills, knowledge, tools & techniques, manpower and other resources in order to meet the requirements of the project within the specified budget and time limit. PMO is a department that forms guidelines for the project management on the basis of certain policies, processes, methods and standardization. It gets involved in the life cycle of the project and monitors each and every activity. The PMO may also report the shortcomings of the project and propose strategies to overcome the problems. Thus, it acts as a guiding light for smooth and consistent functioning to achieve the objectives.
How much advantage does the PMO pose is still a question. It is evident from the continuous dissolution and reformation of these offices that they haven’t been much successful in yielding positive results. But in long the offices operational for a long duration definitely contribute to the success rate and standardization of the project.
Project Management Office is a central management system which works close to the functional managers. Working on diverse projects and managing people, resources, technology, and communication is a difficult task and often leads to a high risk of failure. Also, working in challenging economic conditions forces companies to cut their costs. PMO resolves these conflicts caused by limited resources and other constraints. It governs project planning phase, designing phase, supervises the change management and assures the quality of the final product derived. There are basically three types of organizational styles for project management which vary in the degree of control they possess. The decision to determine the type of organization solely depends on the company as to how influencing they want the PMO to be.
There are a number of models on which the formation of a PMO is based depending upon the size and type of the organization. But its success is not guaranteed by following a particular model. Infact, the main ingredients needed for its success are to understand its value in the organization and proper flow of communication within the organization. The trend of implementing PMO in IT industry is spreading fast due to the need to instill much needed project management discipline in this industry.
